日月光案　檢方再傳2關鍵被告

【郭芷余／高雄報導】雄檢偵辦日月光污水案，從扣得的電子郵件及帳務資料分析比對後，對案情有極大突破，前天提訊在押的廠務處長蘇炳碩後，今早又再傳喚先前被交保的廢水組主任蔡奇勳和操作員何登揚，若2人配合辦案，檢方會考慮給予緩起訴處分。

檢方從扣得資料發現，日月光員工當工廠產能增加、廢水處理不及，或是系統異常時，就要做出停工或繼續排放來不及處理的廢水之抉擇。在嚴重情況下，15分鐘內就得發出簡訊通報到處長蘇炳碩手機，再由蘇決行緊急處置方式。因此蘇炳碩應訊供稱10月1日K7廠排放強酸毒水只是系統異常應變不及的舉措，在檢方所扣得的證據看來，恐怕只是推託之詞。

因此檢方今天早上再傳喚10月1日排放污水的基層操作員何登揚（日前交保70萬元）和廢水組主任蔡奇勳（日前交保100萬元），再度確認當天的設備操作、排放流程及決策層級。由於證據顯示2人也是聽從指示，因此若2人配合檢方偵查，全盤托出，由於「流放毒物罪」為5年以下徒刑輕罪，檢方考慮給予緩起訴處分的機會。
