國防部軍醫局長張德明今（19）日表示，陸軍下士洪仲丘6月27日到813醫院進行體檢，報告在當天下午4點55分就出爐，不過542旅在當天就派專人領取報告，「有的時候會有自己來拿，譬如受訓或是出國，就像我們去趕著拿護照，當然不是一個完全非常正常的狀況，但是畢竟他來拿，醫院也不能說你不能來拿，因為他的報告畢竟已經完成了」。
張德明說，軍醫體檢流程區分不同種類，固定年度體檢比較詳細，會根據年齡進行設計，但是禁閉體檢是簡易的，特殊的狀況、任務體檢，「項目相對簡單，就是物理學的檢查跟簡單的血液尿液、心電圖、胸部X光片、基本血壓」。
張德明說，洪仲丘是在6月27日早上10點33分進入國軍桃園總醫院新竹分院做體檢，「體檢過程在下午1點多就結束了，大家可以想像到，如果只是做心電圖、胸部X光片，非常快就結束，整個報告在下午4點55分就出來了，部隊在（晚間）6點半把它（報告）拿走」。
對於洪員家屬質疑體檢報告快速出爐，張德明說，體檢結束後，「如果沒有專人來拿，可能會花個幾天時間，譬如說要用寄的方式，或是一個部隊有很多人，它就要全部都弄好，這因為是有專人來拿，所以他在（晚間）6點半就拿回去了」。
張德明說，BMI值的計算很簡單，就是體重跟身高換算，「身高172.5，體重是98.3，直接用公式就能算出BMI33」，他強調，醫生並沒有針對體檢報告做出特別建議，「他只是做體檢，他不會管你的任務是什麼，只是把體檢報告完整呈現，交給部隊去做判斷，這裡面唯一的異常，就是BMI值高，33」。
至於是否有542旅高層打電話施壓軍醫，張德明則說，「打電話是軍檢調查，我無法說明」。
